State Legislature passes special bill for EMSH director

Under a special provision made possible this week by the Mississippi Legislature, Dr. Ramiro J. Martinez may begin a private medical practice under the supervision of a licensed Mississippi physician.
Martinez has practiced medicine in a state-supported institution for 30 years, currently serving as director of East Mississippi State Hospital.
Prior to the passage of Senate Bill 2241, Martinez a graduate of a foreign medical college approved by the National Educational Council for Foreign Medical Graduates could not go in private practice as a physician.
The law previously restricted a doctor whose degree is from a foreign medical school from practicing medicine outside a state institution.
Had Martinez left his work with the state prior to this amendment being passed, he said he would not have been able to use his skills and experience to their fullest in his chosen profession after that time.
Burton said the legislation was not unusual.
